CICA 证书为什么没发？

　　某轮，2021年安放龙骨，挂巴拿马船旗。日前，管理人员在检查船舶证书时，发现该轮没有签发船员居住舱室证书CICA，就问我是不是漏发了？

　　巴拿马第279号商船通函中，第1条原文如下：The purpose of this Circular is to inform to the users of the Panamanian Registry that once the Maritime Labour Convention, 2006, as amended (MLC, 2006, as amended) comes into force on August 20, 2013; the Certificate of Inspection of Crew Accommodation (CICA) shall continue to be issued to existing vessels.

　　就是说2013年8月20日劳工公约生效后，对于这个时间之前安放龙骨的现有船舶，需要继续签发CICA证书。

　　进一步理解，对于2013年8月20日以后安放龙骨的船舶，则不再签发CICA证书，只签发MLC证书即可。

　　有些话需要反着理解。
