

滞留缺陷
1、DUE TO BUNKERING PIPE ON BOARD HOLED AND SCUPPERS NOT PLUGGED PROPERLY,IT IS ESTIMATED 100L FUEL OIL SPILLED OVERBOARD DURING BUNKERING PROCEDURE.
2、THE SHIP DID NOT REPORT THE OIL POLLUTION INCIDENT TO THE PORT AUTHORITY
3、THE SMS HAS FAILED TO ENSURE THE SHIP IS MAINTAINED IN CONFORMITY WITH ISM CODE ELEMENT 10 AS EVIDENCED BY DEFICIENCY NO.2. THE SMS HAS FAILED TO ENSURE THE SHIPS EMERGENCY PREPAREDNESS AND RESPONSE IN CONFORMITY WITH ISM CODE ELEMENT 8 AS EVIDENCED BY DEFICIENCY NO.3,4.ADDITIONAL AUDIT SHALL BE CARRIED OUT.
为做好本次检查,该局一是提前掌握该船船型、龙骨安放时间、历史检查记录等信息,综合评判该轮安全档案,提高检查针对性。二是结合本次溢油事故反映出的管理问题深入挖掘,在检查中重点关注防污染、人员培训、体系运行等方面。检查后,该局及时就滞留缺陷开具等事项进行复盘回顾,为后续完善远程“非接触式”港口国监督检查打好基础。
自获上级指定开展远程“非接触式”港口国监督检查试点以来,宁波海事局大胆创新,开展了一系列探索:赴船级社学习观摩“远程检验”,参与部海事局举办的“互联网+监管”专题研讨,并应用智慧多媒体开展全功能非接触式检查。该局还进一步总结经验,完成该局远程PSC检查机制和检查清单,从机制上加以完善。2021年1月22日,东京备忘录港口国监督委员会第31次会议(PSCC31)决定由中国牵头,新加坡、马绍尔群岛协助起草远程PSC检查导则,并要求于2月12日前完成。宁波海事局在部海事局、浙江海事局指导下,完成导则指定并报送上级,最终如期提交备忘录。
